Comments regarding h323plus_1.25.0~dfsg-1_amd64.changes

Howdy maintainer,

I could use a bit of advice on this one. Let's see here:

There's a massive jumble of BSD-3, BSD-4, GPL and MPL. I need to go through this
package much more seriously before it gets cleared from NEW to make sure we can
even *distribute* it.

   * Are the plugins getting built? Almost all the issues come from the
     plugins (GPL'd code in there)

     Here's a short-list:

     - h323plus/plugins/video/common/ contains BSD-3 code, missing from coypright
       info.
     - h323plus/plugins/video/common/ffmpeg.h is MPL 1.0
     - Striaght GPLv2 - h323plus/plugins/video/H.264/gpl/
     - h323plus/plugins/video/H.261-vic/vic/vid_coder.h - 4-clause BSD - nice.
     - h323plus/plugins/audio/Speex/libspeex/speex_types.h - missing COPYING
     - h323plus/plugins/audio/SBC/sbc_tables.h - LGPL v 2.1
     - no COPYRIGHT file - h323plus/plugins/audio/GSM0610/src/table.c
     - h323plus/plugins/audio/G.722.1/G722-1/dct4_s.c - "Copyright all rights reserved"
       w/o license

    Can you verify that these absolutely are not making it into the .so that you're
    shipping?

   * What's up with this GPL patch you're laying down? Is that only to trick
     autotools? Why not patch that check out?
