Updating linphone

Hello all,

I'm going to put together updated packages for linphone and its (new)
dependences for Debian.  (I'm trying to implement federated SIP at my
workplace, and linphone appears to be the best client, but 3.6.x is way,
way too old.)

I know it's too late for stretch, but I'd love to see it in backports,
if that's possible.

I should warn you that I'm not a DD or a DM, and this will be my first
time building packages meant for the main archive.  Once I have packages
ready, I'd need review and sponsorship.

That said, I've made good progress on bctoolbox, a new C/C++ utility
library that current releases belle-sip and others use.  I should have
something to show in a few days, and once I do, I'll post it somewhere,
probably (cringe) GitHub for now.  (If I haven't said anything more
about this by week's end, you may assume I've changed my mind and
dropped this.)

Once I have a libbctoolbox0_*.deb that I'm happy with, I expect I'll
move onto belle-sip, starting from the existing packaging of course.

I'm assuming, for the moment, that I'm the only one actively working on
this.  Do please let me know if I'm wrong about that!
