backportability

Peter,

you bumped debhelper level for twinkle to 10.  As far as I can see there
was no real need or benefit by doing so.  This change does prevent the
package from compiling on trusty LTS, though.  Backportability is a
concern close to my heart.  I'm not preaching stagnation but in this
case there is no benefit at all from breaking backward compilability. 
Maybe you want to consider to revert the changeset?
