The tool apt-file reveals that the package missing is libx264-155:

$ apt-file search libx264.so.155
libx264-155: /usr/lib/x86_64-linux-gnu/libx264.so.155

I guess linphone/linphone-nogtk/liblinphone9 needs to recommend 
libx264-155, but will leave that to those actively maintaining that 
package.
