Asterisk package tweaks

Hi,

At my job we run Asterisk on the wonderful Debian operating system, but
sometimes discover an issue with it. That's why we maintain our own build
system, inspired on your Asterisk packaging.

Sometimes those fixes are specific to our use-case, but some are more
general and would be a good improvement for the package.

What is the best way to contribute those changes upstream? Is there a place
I can submit an issue or pull request?
