To clarify, I had seen the URI and dabbled a bit with Matrix using the 
Element web UI, but found the err_needreggednick error confusing without 
a clear path of what to do next, probably just because I haven't used it 
before, and due to the extra layers going with Matrix/OFTC instead of 
directly via IRC if I'm understanding correctly.  At least for me, this 
page from another project was helpful, specifically the "Register your 
username on IRC side" section:

sense to have similar instructions on Debian somewhere, or there already 
are.  Anyway, I believe that got me going and I'm in now.
