[pkg-wicd-maint] Bug#913156: UnicodeDecodeError: 'ascii' codec can't decode byte 0xe2

Dear Maintainer,

Trying to run wicd-curses results in a traceback, I have an `iw scan` log
that was taken at the time of trying to run wicd-curses that I can attach
if needed.

The wicd, service is enabled and started, and seems to be working fine,
only the wicd-curses interface seems to be broken.
