I don't think there's anything Debian-specific about wmaker-data aside from its
history, so I don't think a native package is the way to go.
It's not really a dockapp, either, so my preference would be for somewhere on
windowmaker.org. There's actually a precedent -- according to NEWS, we used
to distribute a separate WindowMaker-data.tar.gz, which also only contained
icons.
Assuming it's referring the same file still available at [1], they're actually
entirely different icons!
