    The only thing to be worried about with doing recommends vs depends
is if the system can operate as expected without it. If it has to have
that functionality then it needs to be a depends rather than recommends.
However if vm-tools were packaged as well (possibly fall within our
maintainence?) then we could simply make the dependency on
"xen-userspace | vm-tools" and the user could decide which they wanted
to use to meet the dependency.
