I'm not an Ubuntu developer, if that's what you're asking. I am someone
that has submitted patches to the Ubuntu packaging.

I don't know that it is version controlled (unfortunately).
In general, remember that the Ubuntu packages descend from the ZoL PPA,
which was maintained by Darik Horn. The ZoL Debian packages are
maintained by Turbo Fredriksson.
I don't know how much, if any, history those packages share. These are
all factors in why there is so much divergence. I suspect this will
actually get better if/when ZoL is accepted into Debian. Since Ubuntu
regularly syncs from Debian, there is an incentive to lower the size of
the delta.
