I'm not directly a new devel. But I think it would help a lot.

The large majority of the files in the debian directory won't
[ever] change and pushing every change we do to upstream and
just keep the Debian GNU/Linux specific stuff (patches, changelog
etc) in the Debian GNU/Linux GIT repo will help a lot I think.

Considering that both I and Aaron is active in ZoL and you and
Carlos can be (or I can take any change done and push it to
ZoL), keeping this in sync shouldn't be to much of a problem.

And if it ISN'T kept in sync (because some of is busy with other
stuff), then that doesn't matter, because we still have the
Debian GNU/Linux GIT repo to keep _our_ stuff in.
