Are you complaining about the popularity-contest.*.gz file ?

As far as I can see this is consistent with all the other logfile
in /var/log (syslog, dameon,user, etc...).

In the case of popularity-contest, this is directed by the
configuration file /etc/cron.weekly/popularity-contest
so you can change this behaviour and it will be preserved across
upgrade.
