I think DSA don't like it due to 

1) an documented feature: xxx-yyy@debian.org is an alias
for xxx@debian.org. Avery uses this trick with
apenwarr-survey@debian.org. So this will reach popularity@debian.org

2) a name space collision xxx@debian.org is for debian Developers
address. 

3) They don't want to configure the mail server for @debian.org to
act specially for popularity-contest@debian.org w.r.t. email 
rejection.

So survey@popcon.debian.org should be OK ? Anyway the users should
never need to know the address.

Aso we  will have http://popcon.debian.org for the site.

Well, OK, though I already done that in this list and never get an 
answer and playing pros and cons alone lead to biased results.
