I don't know, but in any case this in not a bug in the
popularity-contest package but in the popcon.debian.org mail server
which is managed by gluck.debian.org admins, so I can do nothing about
it myself, so I downgrade the severity.

Exim people, do you have opinion on that matter ? You can get the 
exim config on /etc/exim on gluck.debian.org.
