I've been trying to stay out of popcon development discussions lately to
save myself some time, but I can't really stop myself here: this question is
a UI nightmare.  It doesn't just deserve to be rephrased - it deserves to be
removed.  Why are we asking users such dumb things?  Either the HTTP method
is good, or it's not.  If it's good, let's use it.  If it's not, let's use
email.  I can guarantee that any average user (even a smart one) installing
Debian has no idea which option he should choose, and an extra paragraph of
advice won't help.
