[Popcon-developers] New popcon server for debian-edu

To make it easier for debian-edu to get information about the packages
used by schools and educational installations, I've set up
<URL:http://developer.skolelinux.no/popcon/> and asked schools to
install popcon v1.30 and configure it to report to both
popcon.debian.org and developer.skolelinux.no.  This seem to work just
fine.

In the process I've cleaned up the server scripts.  The changes are
commited to CVS.
