The popularity-contest system will use http delivery as its primary
channel, and fall back to email/smtp if http failed.  Do you have any
idea why http should fail?  It is usually more reliably than smtp.

The smtp server for the debian project is trying to reject spam, and
some times it mistakes real email as spam.  I suspect this is the
problem here, but that would have to be verified with the debian
machine system administrators.

The popularity-contest results are very valuable to the Debian
project.  It provide feedback on the relative use of packages, and is
among other things used to make sure the most popular packages are
placed on the first installation CD and DVD.  It also give us an
indication on the non-debian packages in common use, which some of us
then try our best to get included into Debian.  The collected results
are available from <URL:http://popcon.debian.org/>.

No idea, really, but would rather try to get the http delivery working
as it is less prone to spam filtering.
