I identified these file using the ctime from the filesystem of the
server.

The three files identified had a ctime in the future. So either it was
an experiment to set the ctime from the popcon file to the filesystem
(didn't check if they matched nor have I ever heard of such an
experiment), the Debian Server had a wrongly set clock at the time of
submission or they are leftovers of a filesystem corruption.

All three are actually included in the tarball from the 21. Jan 2004
which is somewhere popcon directory. I didn't check if they got updated
since then though.
