Rright -- and thanks for all the details -- now I remember that I ran
into this issue before but forgot the details.
Similarly I forgot, if every knew, the actual reason for the behavior stated
in the policy you kindly referred to:

" A directory will never be replaced by a symbolic link to a directory or
vice versa; instead, the existing state (symlink or not) will be left
alone and dpkg will follow the symlink if there is one."

I wonder what was the reason for this decision -- do you have any
reference or explanation/example?  on a quick look everyone seems
just to state that this is intentional but no good example/reason is
given.  technically it sounds to be feasible (just move directory into a
'backup' location, and then clean that one up in step 11 -- just as with
files), so there must be some gotcha.
