[Python-apps-team] Trac v0.12.3 bug in tracd needs to be fixed

tracd cannot be started with the --pidfile option, because it expects the
file to already exist. See http://trac.edgewall.org/ticket/10566

This can be fixed using a later version of trac (v0.12.4) or even changing
that one line of code mentioned in the bug and releasing package 0.12.3-2.
