Hi Joel,

You might find the Debian New Maintainers guide more accessible to start
with (although it is not Python specific):

Section 14.4 gives guidance on "Where to ask for help"

When you are ready to have someone review your package, Debian has an
excellent place for people to upload their package and many helpful
experts to do a review for you:
