[Python-apps-team] Upgrade Cython in Debian

wasn't there some discussion/consencus to meld together apps and modules
teams?... and there it is apparently:

as recreated from scratch from the debian releases... and there was
UNRELEASED activity already.  so someone should just assist with
finalizing that one.
