[Python-apps-team] Add rdiff-backup to Salsa (Re: Co-maintain rdiff-backup?)

Hello!

Could somebody of the admins of
https://salsa.debian.org/python-team/applications please add
'rdiff-backup' so that I can move the package there? And grant push
access to user 'otto'.
