This seems to be fixed upstream with this small change:

https://github.com/pimutils/vdirsyncer/commit/7577fa21177442aacc2d86640ef28cebf1c4aaef

After applying the fix to /usr/lib/python3/dist-packages/vdirsyncer/storage/dav.py
my vdirsyncer call works again.
