[Python-modules-team] Bug#474939: python-docutils: update rst.el at leat with some recent snapshot

rst.el within python-docutils seems to be quite dated (May be the rest
is well since last release was 2006-01-09) thus I have
left severity normal instead of wishlist. It might be sensible to update
at least some parts from some latest snapshot (or encourage upstream to
produce a new release ;-))

Fresh upstream of rst.el (as you probably know better than I ;-))
is available from
