[Python-modules-team] Bug#655014: python-numpy: build without matplotlib (bootstrapping)

Hi,

from looking at the source package, python-numpy could be built
without the documentation without having matplotlib (which it‐
self depends on python-numpy and a number of other things such
as GTK+2, Qt3, Qt4, wxwidgets) installed – in theory.

The debian/rules file and the various READMEs however don’t
show how this could be done. It has recently been a trend to
include “architecture bootstrapping” information in packages,
especially to break circular dependencies, but also for core
packages with not-very-strict B-D on others. It would be nice
to provide one.

(Also, README.source is wrong, and some other parts of debian/
could use some modernisation.)
