[Python-modules-team] Bug#771831: python-googlecloudapis: fails to upload in Ubuntu due to files from 1980

Dear Maintainer,

This package ships files that date back to Jan 1, 1980, such as those in googlecloudapis/apitools/base/py, which causes a failure to upload in Ubuntu. [1] 

This is probably a more severe problem than a "normal" bug, but I'm marking it as such for now. I have a feeling it has to do with the way the original tarball was repackaged for Debian.
