[Python-modules-team] Bug#964800: setuptools-scm: Please update to newer upstream version

Dear Maintainers,

The latest version of Python-Keyring requires setuptools-scm >= 3.4.1.
However the real version is now 3.3.3.

I don't understand why the version was downgraded. The changelog mentions
Python 2 support, but upstream still supports Python 2 (as of version 4.1.2).

Julien, can you explain that? Maybe you can update it to newer version again?
