the only rdeps of `bin:python-pip` have been removed from testing, so
it's probably time we drop this package too!

Carl, Barry: do you see anything wrong with this? what should we do
about the -whl package? is it still required for something or can we
drop it along with bin:python-pip? is it needed for anything
py3k-related?

I would like to proceed quickly, ideally within a week.
