[Qa-jenkins-dev] Bug#914266: reproducible: vary running debian/rules binary target under fakeroot/etc

For reproducible builds I would like to perform build2 using fakeroot
even if Rules-Requires-Root is set to no.

This will find packages that really should not have the debian/control
Rules-Requires-Root field set to no.

This will find packages that will build differently with older dpkg
versions that do not support Rules-Requires-Root and always use
fakeroot/etc.
