while I can see how this is interesting, I don't see how this is
relevant for reproducible builds or benefical for Debian in general.
ok, it finds some minor bugs, with AFAIK have no real relevance today.

for reproducible builds we require/strongly suggest to use the same
version of packages, incl dpkg, as was used in the original build, so
i'm not sure why one want to build with an older dpkg.
also, when was Rules-Requires-Root introduced? (with what dpkg version?)
I remember it was roughly around the same time as dpkg with features needed
for reproducible builds arrived in sid, which was December 2016. So building
with an earlier dpkg is useless (from our POV) anyway.
