[R-pkg-team] Comments regarding r-cran-pkgcond_0.1.0-1_amd64.changes

Since Andrew Redd is the only contributor to the project on GitHub, I expect
that the copyright statement in debian/copyright is correct, but it's not
actually documented anywhere I can find.  Please add a comment to debian/
copyright regarding the source of the copyright information in your next
upload.

This package also has a .pc directory.  Please don't.  I have no idea how that
even happens since there are no patches in the package.  Either way, it's not
going to lead to anything but pain.
