#1112007 is worse since it is unsatisfiable even on amd64.

For a tests-only issue either
  Restrictions: skip-not-installable
or
  Architecture: !s390x
should work.

r-cran-stars even has both:
  https://sources.debian.org/src/r-cran-stars/0.6-8-1/debian/tests/control
  https://sources.debian.org/src/r-cran-stars/0.6-8-1/debian/tests/autopkgtest-pkg-r.conf

I wouldn't do that for a test-only issue, unless the packages with the 
test rdeps themselves are also known to be broken.
