Dear astropy maintainers,

when `astropy` is build with the <nocheck> profile, the 
`python-astropy-doc` package is pretty much empty (it only contains 
jQuery and a Sphinx support file).

This is due to the fact that the documentation is built inside 
`dh_auto_test`, thus skipped when <nocheck> is active.

In addition to breaking reproducibility, this is a violation of Policy 
§4.9.2.
