Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
django-htmx could not be built reproducibly.

This is because the packaging testsuite moves download_htmx.py into place
before running the tests, resulting it being installed directly to the
/usr/lib/python3/dist-packages directory (itself an issue). However, if
the tests are skipped, then the package contents will differ.

Patch attached that fixes this issue.
