Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
golang-github-anacrolix-log could not be built reproducibly.

This is because the call to remove (what ends up as) the /usr/bin/log-main
file was in execute_after_dh_auto_test, which is not executed if the
tests are skipped. This means that it is possible for the file not
to be removed, and thus the package is unreproducible.

Patch attached that removes this in execute_before_dh_auto_install
which is (a) always run; and (b) runs immediately after dh_auto_test.
(There is another solution using one of dh-golang environment vars
if you prefer.)
