Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
complexity could not be built reproducibly.

This is because an .info file generates a "Copyright 2011 — 2026"-like
line based on the current build year, which means the package differs
depending on what year you build it.

Patch attached that seeds this date from SOURCE_DATE_EPOCH (if it is
available.)
