I'm fine going with a separate repository (and thus package) for the
time being, but I think we should aim for integration in debhelper in
the future.

Despite your point about being able to use the command in another
context, it might be really better to avoid adding a new Build-Depends
to many packages.

Also because there's the Depends of such a strip-nondeterminism package.
Question is: how many packages should see a new transitive Build-Depends
on zip or other packages?

I'm pretty sure we will have better answers after experimenting some
more, so maybe lets focus on writing code for now. :)
