example: documentation by and for a team of people settled in the same
place. for them it'd be annoying to have to convert the time to a
local timezone to know when the last edit of a file happened.
Then i agree it'd not be a sane default.

there is not. indeed i meant the patch should allow that. it's a
suggestion to whoever is going to do that.
