[Reproducible-builds] [Debian Wiki] Update of "ReproducibleBuilds/TimestampsInDocumentationGeneratedByAsciidoc" by jumapico

As Holger and Mattia suggest i update the wiki page to reflect that
the "solution" is actually a workarround.
I hope in short send a patch to asciidoc for add an --use-utc-time
flag that use UTC timezone instead the local timezone.
