Hi,

Whilst working on the "reproducible builds" effort [0], we noticed that
ruby-ronn generates locale-specific output.

The attached patch replaces '%B %Y' with locale-agnostic %Y-%m-%d. Once
applied, packages that use ruby-ronn can be built reproducibly using our
reproducible toolchain (eg. ruby-build)
