Moving IRC status notifications to #debian-reproducible-changes

Hi people!
This evening we held a meeting in #debian-reproducible.  One of the
point in the agenda was the bot noise in the main team channel
#debian-reproducible that sometimes makes regular talk hard.
Therefore we decided to move _some_ of the notifications (especially,
the reproducibility status changes that regularly occur) to a different
channel, #debian-reproducible-changes.
I'm going to ask the KGB admins to set up a project and have the bots
join that channel sometime tomorrow evening or Sunday, and then move
those notifications over there.
