Moving IRC status notifications to #debian-reproducible-changes

which others? ("some" implies there are others…)

I'd be in favor of dropping the "diffoscope crashed and here are the
artifacts it crashed on"-notifications and instead link them on
https://tests.reproducible-builds.org/debian/index_breakages.html

These notifications occur pretty reguluariy and don't add anything new
ever. We know there are ~140 source packages diffoscope crashes on.
These don't really change.
