Moving IRC status notifications to #debian-reproducible-changes

The current proposal that I'm going to implement was only for those.

I gathered by the jenkins commits that you already did such?
I'm in favour of such drop, at least until we get rid of most of those
timeouts (most of those notification are not crashes, but only timeouts.
I'm very interested in the crashes; except that most of them are not
real diffoscope crashes, but still "only" schroot troubles, or bus
erros, and just retrying works.

All in all, thanks for disabling them.
