diffoscope (and strip-nd) for bullseye

hi,

in the last months there has been roughly a diffoscope upload per week, which
is quite fantastic! However with the recent change of the migration rules
for bullseye to migration delays of 20 days, this means that diffoscope
doesn't migrate to bullseye anymore even though the package has successful
autopkgtests and would migrate on it's own.

So I'd like to suggest to postpone the next upload until diffoscope 177 has
migrated in 16 days (or some issue pops up which warrants an upload).

What do you think?

strip-nondeterminism OTOH has been in unstable for 32 days but won't migrate
on it's own because it doesn't have an autopkgtest. Looking at the diff to
the version in sid I'm not sure whether it warrants an unblock request. OTOH
adding an  autopkgtest would make it migrate on it's own. Again: feedback welcome.
