Don't worry, there are lot of documentation-related issues... and more
than one that affects docbook.xsl files — for example, there is/was one
in both libxlst and docbook2x, etc. etc.

Yes, this is a good idea. I assume you are asking as someone who is
not the maintainer of the libboost-tools-dev package though? If so, I
would suggest mentioning specific packages in Debian this is affecting
(if possible). This would help the maintainers easily see the issue in
more concrete terms, and also let them reproduce the problem and
subsequent fix.
