The initscript has a bug: it shouldn't do anything if the
package is removed.

Because /etc/init.d/resolvconf is a so-called "conffile", it
_should_ remain behind when the resolvconf package is removed.
(Conffiles are only removed when packages are _purged_.)

However, when the package owning it is removed, an initscript
should disable itself.

It surprises me that this bug has been there for so long without
being reported before.
