Update the kernel to at least 2.2.19. There are RPMS for it on RedHat
Download. Usable USB
support in the 2.2. kernel is from 2.2.18. 
You have to load USB scanner module scanner.o and make a dev mknod
usbscanner c 180 48
I am running Agfa Snapscan E26 USB on RedHat 6.0 with sane 1.0.7 without
problems.
