The kernels don't install anything in /usr/include. Well, at least
they shouldn't. What may be a problem is a link /usr/include/linux to
/usr/src/linux/include/linux. If you have such a link, all kinds of
funny things may happen :-)

In kernel 2.5, the header does exist.
