I tried iscan 17.0, Iscan-free 17.0 and the iscan that came with
my SuSE 10.0 DVD. Followed direction on the SUSE portal. No help.
sane-find-scanner reports:

after installing latest version of iscan from the Epson AVASYS.
iscan-1.17.0-1.c2.i386.rpm for use with gcc 3.4 or later. My system has gcc
4.0.7_20050901-3-i586
/etc/hotplug> ls

Logging on as root makes no difference.
I put usb 0x04b8 0x0813 in the epkowa.conf file and the dll.conf has epkowa at
the end uncommented.

Epkowa No active scanner for this driver.
editing then does nothing.
The printer woks, and the scanner was working under SuSE 9.1 and is still
working if I boot XP.
Sorry for the long message but I've run out of idea.
